I think it's safe to say that most people buying a PS4 pro don't really care that its specs are lower than the X1X…
The biggest value of the Pro and PS4 in general is the multitude of top tier Sony exclusives, which the Xbox won't get no matter how much better it's internal specs are. If I was able to play uncharted, last of us, Spiderman, god of war, horizon zero dawn, etc etc. at full 4K on the Xbox, then I would definitely have bought it, as would many others. But we can't, and as such the best option is the PS4 pro.
Also the fact that it was still selling even at its full RRP of $529 gives Sony minimal reason to mark it down, especially as one of its main competitors is itself (ie. The non-pro, as a result of the exclusives).
