Yes. 10% off $1 costs as much to process as 10% off $100, so small amounts eat into margins and cash flow.

It depends on what sort of voucher it is. Previous Groupon vouchers for eBay would give you a code which wouldn't stack with the standard coupon codes as you enter them in the coupon code area. I suspect the Shopback vouchers would be similar but I'm happy to be corrected. Your mileage may vary.
I have a few things to pickup so it doesn't hurt to try, but others might like to proceed with caution…hopefully they do stack.

Although the eBay gift card T&Cs say a max of 8 cards, they don’t seem to enforce it - see this comment
What happens if the deal goes bad or the seller doesn't send and you need a refund, where does the refund go to if you used an ebay voucher?
The refund goes back to the gift card used to pay for the item.

The 10% is for inactive people who are not generating any revenue for them. Since you already are, they don't need to give you free money.

How do you set up a new account? ie. Is it easy , does it not require a new paypal account also, and some difficult verification process.

Actually in my case that's not true as I still got this voucher after buying something last night with the PUMP20 code and about three weeks ago bought a $50 off $120 spend voucher for the Kogan get 2 for the price of 1 mobile deal.
I'm not a big spender but buy something (sometimes a small item) almost every month.
Definitely don't spend thousands though.
They must be using something other than recent spending as a criteria to distribute these targeted codes at least in my case.
