OP, which way round did you have in mind for Target Display Mode?
I don't think iMacs have supported it since 2011-12. For one of those, it would accept Thunderbolt 2 / DisplayPort in.
So, with this adapter, are you connecting, say, a 2016 MBP's USB-C port to a 2011 iMac to use its display?
MacBook Pro 2016 and also a Dell 7577 to a 27 inch iMac with a thunderbolt port, I think the year is 2011 or 2012.

This iadapter is to interconnect a thunderbolt 3 device with a thunderbolt 2 device. It is bi-directional so you can use it to connect a thunderbolt 3 HDD to a thunderbolt 2 mac or tb3 Mac to tb2 hdd.
It is for data only and does not support DisplayPort/DVI/HDMI monitors via DisplayPort cables or adapters.
For that you will need to buy a USB-C/thunderbolt3 to hdmi or dp adapter that is approved for OS X. Some are windows only and are permanently deactivated in OS X because they are older specs and not approved. Apple doesn't make a thunderbolt 3 to dp adapter so you will have to use third party adapters.
Been there, done that and wasted money on adapters that don't work.

Don't accidentally connect this to your Lightning port.
It's very, very frightening !!!
