Where does it state that the normal cost is $12.99? Just looks like a stanard free app (with no customer feedback) in iTunes.

How do you download free apps without having to link a credit card or iTunes voucher? I've got an apple id but it keeps telling me to add a payment method whenever i try to review my account, which is everytime i try to download an app, cause I've never used the account with the appstore before….
Just add your debit card. If you don't get any app that costs money, you wont be debited any money, ever.
There may be security risks involved (previously your credit card details could be socially engineered out of an iTunes account), but that really is the only way to get anything from the iTunes store.
