Crown Perth seems to be setup similar to Crown Melbourne which contains loads of restaurants, movie theatre, hotel etc. No need to gamble to use any of these businesses. Thus, this deal meets guidelines.

But you also get points by eating in the Crown complex. I'm not sure if you get points by gambling, I dont think they scan the card when you buy chips.. do they?

@jv: That's the CrownBet account which you can link with Crown Rewards (not that I know much of Crown Bet - it may not even be a gambling account per se). But I'm sure you don't have to have CrownBet to have Crown Rewards. And you can still earn and claim point regardless.
I have Crown Rewards and been using the benefits a few time without ever opening a gambling account or such.
Crown buildings have entertainment and gambling areas so why do you have to link this deal to the gambling section? Woolworths and Coles sell cigarettes so any 5% off GC discount will link you to buying cigarettes?

I think the targeted markets here are the seniors. The Carvers are full of them and its located ideally next to the pokies. Still a good value but Carvers isn't really a relaxing place to eat in. They purposely make it so that people don't hang around the restaurant for too long..
Also I dont think you can bring under 18 years old here as the entrance is via the casinos area
