This seems like an amazing race type thingy. As far as I know there are no free activities like these organised. You always have to pay to join. Companies do it all the time as a team building activity. Maybe this would be a bargain to them?

There is a prize as well.
It probably depends on how it's viewed. If you only enter 'cos you think you've a shot at winning, then it is a competition to you.
If you enter it as some organized sporting event, a bit of fun, bonding thing, chance to sharpen up your quick snapping shots, etc then it could be a bargain.
