Yep, that's what Telstra prepaid does too (which is why Lycamobile does it presumably). The only thing holding me with Telstra at the moment is the monthly credit I can use on Google Play! Otherwise I'd be jumping ship to a provider that actually gives me a decent amount of downloads.
The offer is for new signup only. Was using lycamobile but recently converted to kogan mobile ($4.90).
Customer Service is the worst I have ever seen. They also change plans frequently. so be aware before you signup with lycamobile.
I would not go even they offer free service :)
