Just because people can run around and take photos willy nilly, doesn't imply that all photos should be free.
Is it something you don't see often? Sure. Most photographers put their stuff on stock photo websites or do it privately.

Nice photos. Already have some sweet waves pics mounted on aluminium from a local surf photographer (WA), but always looking to add to the collection.

I honestly don't know how you can call this a bargain. So many people shoot their own photos and get spectacular shots, and there is so much available for free or from microstock sites that I don't think there's any market for $25 hires photos "for personal use only".
