c) will I be able to change to any region whenever I liked and how?

  The VPN is for generally hiding your tracks and appearing elsewhere.
  The Smart DNS is for viewing other regions streaming services easily and with little to no performance reduction (VPN slows you down).
  You don't need full VPN service just for Netflix etc.
  Not sure of Pure's Smart DNS regions, some services have loads of countries
