In the absence of a mention of per shelf I think it would be total, doesn't really look engineered to take almost half a tonne all together.

the ones I got from bunnings which is 15 bucks and is looks like thin metal shelf is suppose to hold up to 50 kg and has 4 shelves!

I actually think this isn't bad. Buy 4 and it's $42 per unit. I have the cheaper bunnings ones and they don't have the same depth as these (these are 500mm, the bunning and other cheaper ones are 300mm) plus this stands at 180cm total where as the cheaper ones stand a lot lower (such as around 1310mm).
I'd agree though that if you are buying one alone, for $49 total (with delivery) you may be able to get a better quality one but still, for the price, height of the unit, width and depth of the shelf this is pretty good.
