    It says for every "Qualified" booking.

    Terms and Conditions

    1. A “qualifying stay” is defined as one or more nights (consecutive) accommodation booked at an individual Best Western hotel (regardless of multiple check-ins/check-outs) at a rate eligible for Best Western Rewards points, with Best Western Rewards membership card swiped at check-out.

    So, discounted rate bookings probably won't get you an entry in the competition.
