The T&C does not metion that there is a min spend. However there were only 2000 vouchers available as of the 6th of Oct.

Terms and Conditions

Up to AUD $5 altogether to be used when paying at
Urban Deli through the PayPal App. There's a maximum
of 2000 x $5 vouchers able to be saved to the PayPal
App. Offer period starts on 6 October 2014 and ends
on the earlier of 11.59 PM, 12 October 2014 or when
the 2000 vouchers are saved to the PayPal App. PayPal
can extend the offer in its absolute discretion. One
voucher per PayPal Account. Urban Deli's refund policy
applies. For partial refunds, you will receive the refund
amount minus the Offer value. Offer cannot be
combined with any other offer and not redeemable for
cash. PayPal is not responsible for any promotions
offered by Urban Deli.
