dunno, I wouldn't rely on one complaint site alone to judge a product. It might be really that dodgy, but it might be perfectly fine too - that guy might have gotten a dud.
If a boring everyday product like a heater works perfectly fine, people usually wouldn't bother actively looking for a review site just to post a positive review. On the other hand, people with a complaint will want to tell a million people about it.

Oh dear. This sounds like the Onix fan heater I bought in the winter for $25. I was quite desperate, because my previous, immaculate one had just stopped working. If I find one for $3 I'm getting it as a spare.
I bought one for my office (air cond is working double time and it is freezing!!!) it is working very well.
That's energy efficient. NOT.
Probably would be much easier and a hell of a lot kinder to the environment just to get off your butt and go turn the A/C thermostat up a bit higher.

had maintenance in the office yeterday and they said our office was fine, despite complaints from most staff at one end of the floor. there is no A/C thermostat. it's controlled by management. go figure.
Works well for me too. But some of those reviews were scary.
I had one of these and it was absolutely useless unless it was RIGHT in front of you. They also chew up a LOT of power so beware there.

They use exactly the same amount of power as any other electric heater.
All electric heaters (unless they are a RC Air Cond / Heat Pump) are 100% efficient. They are ALL THE SAME.
Picked up the last heater tonight, along with two heated throws which are now $5 each. There are a couple of heated blankets left for $5 in single and queen.
