I've not seen the 4G LTE model available for sale at any of the usual B&M Stores (only the 3G or WiFi only versions).

It is starting on tue, just waiting for the catalogue to be out and take that to office work to price match.

Are you sure it's not the 8 inch Note you're talking about?
It's Tuesday and the only Galaxy Note for $398 is the 8 inch, this is also in the catalogue.
