It is bolted to the ground with 4 x bolts, also the cover is locked with a key. the blue cover is also steel.

Yes it will fold over and an alarm will sound. They are not designed as a impact bollard. They are a deterrent.

It is also very easy to change the battery's, the blue case can be unlocked using a provided keys and battery's swapped out.
