For soda water to go flat, the CO2 has to go somewhere. That is quite difficult in a sealed bottle.
@1st-Amendment: It is known to slowly leak out through the PET.
Try an old bottle of fizzy drink and you will see what happens.

I'd say lowball you have 6-12 months after best date before it's an issue. Unless you like store it somewhere that it's getting warmed up daily, in which case I'd be more concerned about the microplastic maxing than the lack of carbonation.
The plastic bottles will start to degrade. Not like, it's going to disintegrate to nothing, but like, over time more and more of it will wind up in your drink. But, I wouldn't be worried unless we're talking many years or it hasn't been stored correctly.
