      It seems to be pretty random, it popped up on a used film camera I was looking at, but only on the second listing for it. The first and third had no vouchers, and ebay chat confirmed the system randomly applies vouchers to eligible listings.

      Whooppie, so generous of eBay…NOT. I was far from reaching the previous limit even with their no FVF promos, let alone now no incentive to sell on eBay anymore without those promos.
