Cheaper to do Lebara/Amaysim PAYG for a year which is $10 or less, and supports roaming (i.e. able to receive SMS while overseas)

Receive SMS is always free, anywhere in the world (assume that's what you mean by "wonder if you can get 2FA for free"). SMS does rely on data.
