Not all 4G phone can make voice calls after 3G shutdown. The phone must be able to make Voice over Long Term Evolution (VoLTE) calls on the network. There are many reasons why a 4G phone cannot make VoLTE calls, including Telcos not enabling VoLTE for overseas firmwares/phones, VoLTE not enabled on the phone, 4G on wrong frequency band.
The only sure-fire way to check 4G VoLTE is working with your mobile service provider is this.

You are half correct. Try Microsoft Lumia 640 LTE. It was sold by Optus, it is 4G and it is using the correct band, but it cannot do VoLTE. Please let me know how you can make it work with VoLTE.
VoLTE was an optional addon protocol for GSM 4G/LTE. Many early 4G phones cannot do VoLTE.
@HeWhoKnows: You just contradicted your declaration in the span of 6 minutes: "All 4G phones work on 4G networks." Rather than "HeWhoKnows", you have demonstrated your ignorance and obstinance.
I can explain the technical reason why some 4G phones will not be able to make voice calls after 3G shutdown, but such effort will be wasted on you.
Thanks @alvian I already tried your suggestion and my connection was still on 4G, so it should work after the shutdown. But I guess I'll only know for sure in September.

Unfortunately not. Although placing the phone in the toilet as you flush has worked for some.
Likely it’s using 3G bands that are being switched off. Probably only an issue if you’re going to outback

Telstra has some funkiness with their IMS which blocks some phones from working with volte, vowifi, and some other stuff. Used to work fine but at some point xiaomi messed up the config and won't fix it - maybe they will after the 3g shutdown causes more complaints. Optus and vodafone don't bother with this check so it'll work there. Rooted my 10t pro to get it to work.
If vodafone isn't working either then yours might be a different issue; try disabling carrier checks by entering ##86583## and ##869434## in the dialer (should say disabled in the pop-up, otherwise repeat) and then enabling volte and vowifi in the settings. You can use ##4636## -> phone information -> IMS service status to see if its working. Might need to add the telstra IMS apn. Reboot might be required.

Go to Settings> SIM & cellular. Select your SIM Card> Scroll to the bottom of the list and enable the toggle for VoLTE and VoWiFi.

Yes, it shows that when you enter the codes wrongly. Check them carefully. I made it working on a Mi Max(2016).

I still get the pre-recorded warning message every time I make a call. What's the chance that this warning is false positive?
Telco's database is on the conservative side to protect the vulnerables, not for Pros.
To my understanding some Xiaomi phones will continue to function with VoLTE & VoWiFi on the Telstra network after 31 August.
I have a Redmi Note 10 Pro & have been informed by ALDI (Telstra MVNO) that after 31 August, I won't be able to receive or make calls on my phone. When I phoned ALDI, I was told I would need to upgrade my phone. However, VoLTE works on my phone with Felix (Vodafone MVNO) & forum posters have said it works on the Optus network. As well, I have no problem using VoLTE in Thailand (AIS), India (Jio) & Sri Lanka (Dialog). My solution will be to discontinue my ALDI account.
On Whirlpool, one member very tried hard using every means he could find to enable VoLTE on his Redmi Note Pro 10 for Boost (Telstra MVNO), but all to no avail.
I also have a Redmi Note 10 Pro, with global rom. Google dialer is the only option, but it won't communicate with Mui settings.
Which means I can't even enable the Volte toggle.
Some have suggested using EU rom, but doesn't seem to guarantee telstra compatibility anyway.
Am I correct that being able to make an outgoing call and being able to call 000 are two different things?
And there is no way of testing we can call 000, is there?
Using the codes others have suggested works. I can see it's using volte on calls now on my mi 11 ultra.
I have tried these codes on my RN10P. It enables the Use VoLTE option to display in SIM card settings. However, the VoLTE symbol doesn't appear in the navigation bar.
I suspect if the carriers are telling you they believe your phone is impacted, they'll block them even if you get them working as they need to meet regulatory requirements to show the device is off the network.
Which exact regulation is this? I'd like to see the wording to understand what constraints are being imposed by whom.
The regulators have said that impacted devices need to be blocked. This is because if they are not, and the person needs to make an emergency call, it won't work.

Had a Xiaomi note 8, still working well but advised will be useless my August. Just bought a new phone. Motorola g54. Does the job.

4g phones like overseas POCO's can or do have volte bands 7 and 28. But they still don't have the Aus specific 000 calling volte firmware. So they can still call on 4g, but won't be able to call 000.
Hence them getting blocked - as all devices need to be able to call 000.
That only checks a database of phones models. It tells you nothing about real world compatibility if you have used any of the unlock codes or run alternate firmware.
For what it's worth, I decided to not take a gamble and upgraded all our phones a few months ago. I was glad this long weekend when my wife needed to call an ambulance after I collapsed and remained unconscious. Finding out that you can't get through to 000 in an emergency is not worth the $300 or so you need to spend to get a new mid-range / low-end phone.
And let me tell you, needing to call 000 is not something that you plan for. Just assume you will need to do so.

Yeah my poco X3 Pro has 4g bands 7 and 28. It can does do VoLTE calls already on Voda. But Voda is definite they will block the phone of all services since it's not on the Aus compatible list.
So the annoying hunt is on for a new tightwad phone.
Motorola G54 and G84 are OK. Not as good as the Poco X3 Pro was, but at under $200 and under $300, respectively, it's about as good as local retail phones get.
If you want to keep the same ergonomics with the finger print scanner on the side of the phone, then the G54 is your pick. G84 has a brighter screen, but the under screen finger print scanner is not as responsive as the side mounted ones on the Poco X3 Pro and G54. G84 touch screen response is not as good as Poco X3 Pro. I'm not sure how well it compares with the G54 as I have only used the G54 briefly while setting it up for my son.

Yeah, was already browsing Moto g54's. Now to just find a cheapest possible one without going back to overseas sources that got me into this position in the first place.
This whole e000 firmware by nation is a mess.
@WSDtightwad: On 24th June this year, I bought a G54 from Officeworks for $197, which is about $100 less than they are asking now. Lower prices have been seen in the past.
I have a Xiaomi Lite 11 5G NE, I have volte enabled and it is an international version so it has B28. The info I've been reading on the FAQs suggest this device will be fine (they just say the phone needs volte and needs 4g). But I still get the message I will be affected, along with the check saying so. Any idea if it will work or not after October 28? If not, do these options resolve it:

There have been attempts to escalate/highlight this inconsistency, but Optus has been the first – already blocking an old 3G handset and "unsupported 5G" handsets.

I still wonder how it will all pan out, given that VoLTE requires your telco provider to support the 'firmware' of the device.
Currently, we may use any device on any telco, i.e. lesser known brands like Xiaomi, or other overseas brands but our phones still work, since there is still the 3G Network (850 Mhz on Telstra, 900 Mhz on Vodafone & Optus, 2100 Mhz on Optus)However, come 2024 (I know still a long way to go), I think either:
1) Telcos would need to expand support for firmware of almost all 4G devices to allow VoLTE
2) We may not be able to use phones of our choice and our choice will be limited to using phones, the firmware of which is approved/supported by our telco.If Option 2 above happens, it is going to shake up the mobile handset industry, and a lot of OzBargainers as well.

Though, yes…it feels futile, when we do vent back to the people in charge.
It's worse than a lot of people are assuming. Any phones that revert to 3g for emergency calls will be completely blocked from the network regardless of the 4g VOLTE capabilities. My understanding is that this includes most, perhaps all, Xiaomi devices.
Keep in mind calling 000 and it working doesn't necessarily mean it's not an issue either, as 3g emergency calls might only be used when your own carrier has no coverage.
Amaysim blocked one of my numbers on a mi device, but it is still working via VoWiFi somehow. It has no signal when disconnected from WiFi.
This is the first time I'm hearing Amaysim blocking. My phone is still getting service. Note 5 purchased in Feb 2018.
I get VoLTE on Optus, Vodafone (and their MVNOs) but not on Telstra (and their MVNOs).
It already did to me a week ago. I moved it to another 3G impacted device and used for a few days before another warning SMS.
@Neoika: Any idea how would they identify short term visitors (tourists)? Telcos say that if an unsupported handset is used to activate a new service, the handset will be blocked immediately/soon.
What if that's by a tourist who intends to spend a few weeks here? Of course they cant expect that tourists will keep using their home country sim with relatively higher rates for their time in Australia.

In the same boat. Getting 4G+ VoLTE on my phone, but as per Optus, I am impacted and so my phone will be blocked sometime between 28-Oct to 01-Nov. Preparing for the worst, Hoping for the best (that something happens which stops blocking of such supported phones).
Well, even if they aren't blocked at that time, I don't want to get caught in a situation where I need to call 000 and can't.
I've also considered the fact that, if the blocking goes ahead as planned (it's only a couple of weeks away), there will be hundreds, maybe thousands, of cheapskates scrambling to buy phones all at the same time. Better to get it over with early.
I sent another SMS to 3498 earlier in the week, and now get a different reply.
Effectively now says that my Poco F5 is compatible.
I got Email from Boost yesterday, that Poco F5 was initially going to be affected by the 3G shutdown,
but now Poco F5 is included and whitelisted, to be allowed on 5G.
My Poco X5 is showing no network this morning. I tried manually searching for a network but can only see Everyday 3G. My plan is Woolworths Mobile. Interestingly enough, I took out the sim and put it in my old Poco X3 Pro, I can see a network called Everyday (no 3G part) and seems to be able to connect to it fine. Has anyone successfully gotten their Poco X5 to work? I really don't want to get a new phone.

I've given up on the X5. Although my X3 Pro is old, it has a slightly cracked screen and cracked camera casing, the phone still functions fine. Turned on VOLTE, setup the wallet again and synced the apps, no problems so far. Wasn't super happy with the X5 anyway as it is quite slow even for basic usage and seems to heat up pretty quickly. I'm thinking about getting the F6 Pro but worried that it is also on the block list.

Xiaomi Australia should have actually stepped in.
Imagine if the general public like us (customers) are able to do so much analysis, and there are official government legislations passed, a Phone Manufacturer, which has an AU entity should indeed be posting an official message on their website making things clear. Or for that matter, they could work with the Telcos in updating the supported phone list based on the specifications of Xiaomi phones that are able to call 000 over VoLTE.

Fyi my redmi note 10 pro was blocked by telstra yesterday so i got a vodafone sim and it works fine the only issue is that im 3 weeks into a year prepaid with telstra .
I think, the issue is 000 dialing, so it will not work with any telco.
Mine stopped working on Amaysim/Optus, so ordered a new phone using Amaysim promo code/discount.
Funny, that even older OPPO R15 Pro looks like is fine..

My perfectly fine Xiaomi Mi11i and my dad's Xiaomi Redmi Note 10 no longer works for Telstra, Optus or Vodafone. We trialed putting in Lebara (Vodafone), Amaysim (Optus) and Boost (Telstra) sims into both phones, toggling settings to enable volte etc to no luck. What a waste.
If anyone has phone recommendations for a good phone and a budget phone, feel free to send it through.
I wonder how the network retailers are going to exempt traveler phones since the legislation exempts traveler phones (Section 2e.)? Is it when ID is asked, the traveler presents a foreign ID?

i have an Mi11 Lite on Amaysim (VIC) and Amaysim have confirmed it shouldnt be affected and hasnt as yet. The Redmi 9 we have got the chop.

It's mystery. I have seen some many examples that the exact same models work for someone with same telco, while someone else's' is not.
For Poco F3 I have switched from amaysim(Optus) to Vodafone and it works perfectly
my wife's poco x3 is retiring too due to the 3G shutdown.
