Yeah, it's disabled but I was able to sign up through chat. They confirmed the Velocity points and $150 sign-up bonus would be awarded.
i just signed up last week, but i got existing customer bonus 3000points instead of new customer. (i am a new customer), this is scam
What did AGL say when you contacted them?
The only people who have received their points so far are existing customers or someone being mistaken for an existing customer

@Brick50: I’ve received my electricity bonus today too - awaiting the gas one but that connection was pretty delayed.
As others pointed out, there's no mention of the Velocity offer on the final T&Cs before you click submit on the final page. I did receive a text the following day from AGL that said, "Hi XXXXX, welcome to the AGL Velocity Saver Offer."
So, I wouldn't worry too much about it not saying "Velocity" on the final submission page. The $150 for VIC should come through too. This is the best energy deal I've ever taken up: 30k Velocity points + $150 credit for at least 45 days of more expensive electricity & gas. It's actually not too much more than the lowest VIC offer for my area. I'll hold it until I use the $150 credit and find another good offer to switch to.

I don't move into the new place until late July, can I signup for my current residence and 'transfer' this plan over and still get the bonus? Or could I schedule a start date to transfer after deal expired and still get it?
I got my points approx 37 days after signing up, you should be able to sign up and receive points before you move house.

I’d suggest just leaving the electricity in your name for a few extra days after moving out if you didn’t get your points by then, sign up at new address as a new service maybe

Did anyone receive 10k points for Gas connection? I received 20k for Electricity a month ago, but still waiting for other 10k. I have raised it with support but they have not credited it yet. Joined AGL on 16th April
When was your gas connected? I signed up for electricity close to a month ago and my gas isn’t even connected yet despite special meter reader attending weeks ago.
It started to show as connected in app/website after about 15 days from actual connection date of 16th april. The bill i got was showing connection date as 16 april
I received 10k for gas after I got the first gas bill.
For anyone coming across this late (after June 30), Basically the point value has halved and the electricity credit $ has reduced to $100.
The deal has been updated to 10k electricity, 5k gas (still points allocated 45 days after connection) with a further 2.5k for each after 12 months (So the point value has halved). For Vic at least, sign up credit for electricity has reduced to $100 from $150 (I think the other states has dropped to this from $200).
Edit - WA prior was less points, says up to 7.5k points, unsure if this has changed
