Since when does the price of protective gear need to match the value of that which it is protecting?
If it passes the Australian Safety standards (which is fairly rigorous) then it's good to go.
It's much like the law of diminishing returns after what is essentially a hardened foam shell with reinforcement.
The only improvements are to the weight and material used.
If it had MIPS it would be better hence why the comment that your head should be worth more than $9.
It's like buying a car with or without ABS brakes. The one with ABS will just save your life more by maintaining traction.
