Had these Citi cards when they had Qantas or Velocity points but everything inflation wise has gone up,.so annual fees are up and points are down.

I tried these guys last year but unsuccessful. Although I didn't bother asking, my best guess is that the minimum credit limit on this card is $10k and probably after adding my combined limits from CBA/AMEX, they decided to decline this one.
You will get a hit on your Credit report but the score comes back up in 4-5 months. Probably needs annual income >$150k (note this is just my guess). Also to get your fees halved in 2nd year, previous year spends needs to be >$48K. Personally, I wouldn't be hitting this threshold if it wasn't for Coles Gift cards.

When is that annual fee charged? If it's end of the 1 year hold then can't I just apply -> spend -> get $600 -> cancel?
I’d doubt it. Usually always paid at end of first month but you might have potential luck in them applying a pro rata.

New applications. Citibank don't have cool down 12 months like other banks. So you can potentially can hold 2 Premier cards same time. I once applied 2xtimes for this card within a year while still having the free4life card.

First of all, can you pay those bills with a tap on your phone to the efpos device? If yes then the that would count, but i would be careful on the council rate since that considering a government entity.
