The extra heatpipe itself isn't what makes the difference, it's that any heapipe whatsoever is closer to the edges of the cold plate, and modern CPU's aren't central with their hottest point anymore.
I have one cooling a fairly overclocked 7700X without burning out my ears.
There is roughly a 2*C difference between that and the Peerless Assassin in stock configuration.
I was able to fix this by fabricating offset mounting brackets (Same idea Noctua figured out, and are now providing offset brackets for their older coolers), but not everyone has a CNC bench to be making custom brackets, so the extra $5 or so on the PhantomSpirit is worth it for most.
Even with the Phantom Spirit, you can gain slightly better temps by using a diamond file to move the brackets down 1mm or so.
