Anyone having this can plz confirm if 4k video streaming via plex (plex pass subscription) is smooth?

It should be OK but would depend on the OS you have decided to run Plex on, and what else you have the h/w doing at the same time.
On latest Raspbian OS with deluge and plex server in background with no monitor.
No problems at all. Would struggle if transcoding but if you're playing your 4k as 4k then you'll be good.
(do read into the h264/h265 stuff though)
