I think that you're misunderstanding what people mean. We know that Gerry isn't in government, but he applied pressure to the Liberals to implement the low value imports GST (no doubt via the obvious channels of donations, plus more sus ways of doing it).
And the Liberals listened and made the low value import tax happen! Gerry's arguments would've went nowhere if it wasn't for the high taxing Liberals.
