Thanks to user @Flickit : The Paypal method to avoid the $70 subscription fee:
They charge you for the hardware as soon as you go through the checkout, then they charge for the subscription a little later, so you need to cancel the Gopro Paypal payment permission to block the subscription payment…
Straight after you finish the checkout go to Paypal >>> Settings>>> Payments>>> select the Gopro auto-payment permission and cancel it so Gopro dont have permission to bill you again in the future…
This link should get you to the auto-payments:
https://www.paypal.com/myaccount/autopay/
An example of a Paypal Auto-payment permission page, go there and click the cancel:

(You seem to have a bit of time but to play it safe maybe have the Paypal page open and logged in before finalizing the checkout on the Gopro site so you can cancel the payment permission as fast as possible)
FYI: I tried the above method and only paid $475 for the camera :-)
seems like a good price. i'd be upgrading from a hero 7 black, anyone got any thoughts on whether thats worth it for that? in my case my batteries are nearing end of useful life so i figure id be buying new batteries anyway if i stuck with the 7
