It says "$20 cap per member" not "$20 cap per transaction" so to me that means you can place as many orders as you like and you'll get 20% cashback on all of them but the maximum amount they'll payout for orders placed during the promo period is $20. I would also recommend doing a separate clickthrough from Shopback for each order you place.
Can u place two individual orders? And get 20% off both
