Seems to depend on the application; but they should have the same latency, since it's based on cycles and the higher frequency completes 18 cycles in the time the slower one completes 16. Happy to be corrected.
So the 3600 kit should have a slight advantage in throughput, all things being equal?
CL16 3200Mhz and CL18 3600Mhz would result in the same latency of 10ns, with CL18 3600Mhz having a higher bandwidth, so 3600Mhz would be better or at least not worse.

I don’t understand how CL and MHz work. Like is CL16 3200Mhz better than CL18 3600Mhz? Price seems to suggest so.
