    You can change your folder icon on windows without software. I’ve done that with Windows ME

      This utility's selling point is actually a slightly different tweak. It can change the colour of the standard yellow/manilla folder icon (a system icon in Windows) on a per folder basis. See the screenshots here. There's no built-in way to do this in any version of Windows without 3rd-party software/tools and most, if not all of those tools, are paid products that only offer limited trial periods for evaluation purposes.

      FolderIco does also offer the ability to change folder icons but it does this in a more streamlined manner compared to doing it manually as you've described, as this software integrates with the Windows shell, so you can change folder colours or icons from the right-click menu within Windows Explorer.

      The idea is you can colour categorise your Windows directories/folders in a manner similar to how Outlook has colour categories you can apply to individual emails, so that for example, Red = Urgent or Green = Finance, etc.

      I've seen a few businesses that heavily invested into colour-categorising the entire directory structure of their file server/network shares in their on-premises environment in the past, so this is actually probably more useful for commercial/enterprise use than home consumer use.
