It's not the 4K which allows windows face login, it's the Windows Hello compatible part. Which I think is possible only with IR sensor.
There are 4K webcams that don't support Windows Hello. And there are HD webcams that do support it.
What you want is Windows Hello support, and the cheapest 4K one that does if I remember right is the Logitech Brio.
Lenovo FHD 500 is another one that's not 4K.

The Lenovo FHD 500 I mentioned above is 1080p with Windows Hello support. You can see the IR sensor in the images.

It says "Windows Hello 4.x compatible" not sure what 4.x means so you may need to research it.
I don't know about any chip, I think it's just the license for the firmware/software to support it.
I got one last week for the new pc setup… it does the job
