  $17.95 + $5.95 is the same as $22.90 + $1 P&H which is also the same as $23.90 with free postage.
  
  Each pricing method appeals to different types of buyers. I don't care myself, because I only consider the total.
  
  Some places (like this deal from Shopping Square) offer 50% off the postage for additional items. For those sites, the higher the quoted postage, the better. When buying multiple items, subsidised or free postage is a ripoff.
  
  So, just work out the total price and let the site's marketing work for you
