Tried it myself and got it working.
The steps
* create a new google account on your mobile phone (this prevents the mobile number verification)
* add a new payment method on Google Pay using a Turkey address. (to be safe, inform your bank/cc provider so that they dont block your card.)
* install BlueStacks 5.0 on PC.
* activate VPN - Turkey location.
* launch Play Store app and sign in using your new Turkish google account.
* install Disney+ app and create a new account.
* pay using Google Pay

Thanks to fishbomb's comment I was able to get this to work without even needing a VPN.
- Create new Google account on phone
- Delete cache in Google Play Store (not sure if needed)
- Select new account in Google Play Store
- Add payment method and select Turkey as Country.
- Uninstall Disney+ if you have it installed.
- Open Google Chrome/browser on your phone in an incognito window. Set your window to desktop mode.
- Search Disney+ on Google Play store in your browser.
- Log in on new account and remote install Disney+ to your phone
- Open app on phone and pay in TRY.

Turns out it has technically nothing to do with VPN and everything to do with the region that is set on your Google Play store account. If you already have a Google Play account with Turkey set as region then no need to go through any hassle of creating a new account. I used an old spare account because I had one and didn't want to go through phone number verification crap.
Create a new account or use a pre-existing account and change Google Play Region to Turkey. You can change the region only once per 12 months.
To check your region, go to your Google Play app —> Tap your profile (top right corner) —> General —> Account and device preferences. It would be the third field "Country and profiles" from the top on this screen.
To set the region to Turkey you will need an android device which doesn't have any Google account setup on it (only temporarily). I used BlueStacks because I didn't have a spare device and it was pretty easy, just download and run on a computer. It just works.
Create a new Google Account (only if you don't have one that you can use for Turkey as region) using Gmail —> Profile —> Add another account. I checked and it didn't ask for a phone number in this situation. I used my Samsung note 10+ although decided to use an old account.
Open that spare android device/BlueStacks and login using this Google account.
Open Play store and install any free VPN which has Turkey available. I used Windscribe.
Activate VPN, and go to Google Play store (not Google Pay - very important)
Tap your profile (top right corner) —> Payment and subscriptions —> Payment methods
Tap Add credit or debit card. Here it would ask a question (if your VPN is working) to change region to Turkey. Change it and Add International Fee Free card. Make sure you select Turkey as country. It might give you an error if your card is already linked to another account. If that is the case, you will need to raise a case with Google to resolve this issue because it won't work even if you remove your card from the other account. Google support helped me out as I faced the same issue.
Once Payment methods with Turkey is added, you're pretty much done. Deactivate the VPN.
Install Disney Plus app on the spare android device using the Turkey account. You will see the TL 349.99 option immediately.
Activate Disney Plus as per your preferences.
