No, you are not required to sign up to ANZ Max to get higher cashback rates on selected stores.
However, if you are a Cashrewards Max member and you pay with your linked ANZ card, cashback approval will be within 14 days for this store.

Etsy is a marketplace so they just collect fees on what other people are selling. It's easy money for them.
