No, they do not "only go one way". There's no one forcing you to build a set by the instructions; you can use the parts to make whatever you like. This set is actually an excellent example of parts being used creatively as most of the pieces used to make the flowers were originally designed with a vastly different purpose in mind, such as the car hood pieces used as petals.
Also, certain sets include parts that are only available in that set, such as the axles in green in this set, and some pieces are only available in such abundant quantities in particular sets, such as the purple leaf pieces here. Aside from all that, if someone specifically wants to build a bouquet of flowers then this set is going to make that a lot easier than starting from a box of random parts.The average person is not that creative and would probably struggle to design something like this themselves. They could combine the pieces with their own to create more flowers, or disassemble the set to build something else completely, using what they learned from the instructions from this set.

I don’t understand the fascination with these predesigned legos. In my days (showing my age here) legos suppose to shape whatever your imagination takes you. These predesigned ones only can go one way, or am I wrong?
