Nah, it's because Microsoft doesn't adjust point costs for changing exchange rates. They set the pricing in various countries once at launch, and have left them the same ever since.
Yes, I guess this is to match the current in-store "2-for-$40" deal. The funny thing was that this was also online last night, but without free delivery. I guess that someone realised pretty quickly that $4.95 discount plus $4.95 shipping = no discount at all.

You can use the points to buy content even if you only have a silver account.
As said, you can use it to purchase content from the Marketplace. Only negative thing I'd say is that some content is exclusive to gold members. So as a silver member, you will need to wait 1 week before you can download it.
Also, always check to make sure that the content/games do not require online play. Otherwise the content will be useless to you, as you are a silver member.

I still don't like how the Aussie points are priced above the US. it's 1.333cents/point ($20/1500 points) here but on my US account it's only 1.25cents/point at regular price.
