I read the reviews that the 5700xt is only good at benchmarking and not good at games because it requires high fan usage. Which means very noisy.. I have a rx580 and i can relate that when playing demanding games like PUBG it will throttle high temperature and cause the fans to become noisy.
I want an upgrade but i think nvidia cards 2070 super would be better option.
I don't think you can get a 2070 super at this price range or even close to this price but feel free to correct me if you do see any. I'm going for the 5700XT as I believe there is more value for the price and performance.
pretty sure around two months ago it was available at one point for around $530-40; no idea if it'll go down that low again tho

This is partially true. AMD heavily overclocked it out of the box so that they could compete with the 2070 super. Really it's more like a 2060 super and you'll need to under volt it for practicality. At the same price, a 2070 super is the clear choice, however that's rather unlikely.
RDNA is however a very efficient architecture at reasonable power draws. Polaris cards are stupidly inefficient for the very little performance they provide and are heavily antiquated by the 1650/1660 super, yet people still recommend them as they are "cheap". When you factor in power consumption, they're quite a bit dearer.
Mine runs at 55-65C at 1800rpm. Barely audible over my case fans. It's the TUF EVO model. I did undervolt mine to 1000mv but it has no impact on performance only lower thermals.

Buy this, sell the game, maybe sell the SSD as well if you're lucky enough to get one, then card comes down to $400 point which is great value near the price point of 5600XT.

1080 was and still is a truly great card. I'd definitely be looking at a 3080 or 6800XT as an upgrade path.
