You don't need an account to purchase, you can order and pay over the phone or at a trade counter and pay by credit card …
It is a great price plus includes GST … from what i can see online, the best price around looks to be $155 - $159 and not sure whether that includes the GST or not …
Legal requirement to include GST in pricing for non wholesale sales. So including GST doesn't make it more of a bargain. sidchrome do make some good tools.

Metric hex head sizes fall under various dimensional standards, but they basically all include some odd numbers.
Eg M8 hex heads are almost always 13mm.
But yeah, this set has enough sizes to have you covered for the vast majority of applications. 9mm is not standard.
Not really, for example most Toyotas have plenty of 17, 19, 21 all through the running gear and suspension. If you are only doing some light trim stuff then yes 8 and 10mm are common.
If you want to buy a kit with gaps in it for the same money you can, but been there done that with half sets of tools. Nothing worse then being elbows deep in a job and having to run to the shop due to one bolt you cant get undone. This Sidchrome set is no good for a breaker bar either.
