I have one and I find it more than capable of playing modern games on full HD, maybe not maximum settings but its a $200 machine.
For home office use or gamers who don't need to play the latest AAA games in max settings its a fine option.
Let’s just say it’s great for home office use…..and what it is capable of instead of what it’s not…..eg. it could play solitaire!

price is ok. I got similar specs dell in december (i5-4590) for $195 - if you add more RAM (which I already had from previos built) and dont need bigger SSD than it is capable to run any office/browsing tasks etc in 4K - I have it hooked up to my 40" TV and open 50-100 tabs no problems. Not for gaming though :)

Description lists SFF, so should be room for a fanless, low profile 1030 graphics card if you want up to 4K.
Specs for this HP are the same as the Dell 9020 refurbs that are popular here. Haven't seen the Dell 9020 SFF refurbs with 8GB RAM and SSD go for under $200 delivered and with 6 months warranty.
I don't have one of these, but have bought the Dell 9020 refurbs from this seller and they are great machines for my uses (not a gamer). All are essentially ex-lease enterprise machines, so should be bulletproof for standard uses for a while yet.

They are USDT's not SFF so can't take a card. However, can have a few HDD's fitted.

I actually like the ultraslim machines for the right use.
I have a Lenovo ultraslim M92 Tiny, with 3rd generation i5 (no DVD) bought cheap from Ebay.
Upgraded with new SSD and extra RAM for a bit over $200 all up and more than adequate as a low cost, low energy use, dedicated working-from-home machine.
If you're not a gamer, then for home office or say simple use by an older relative, with very small footprint for under $200 make these machines configured as is pretty good value.
According to HP's website it's a 320W PSU. From personal experience, it's a tiny custom unit which uses proprietary cabling and plugs for the most part (plugs for drives are standard).
These machines can handle a 75W GPU like the GTX 1650 (powered by PCIe slot) no problems but I wouldn't recommend pushing them any harder than that.
They're great for a very cheap, compact 1080p gaming machine. If you want one that's a bit more modern, take a look at the EliteDesk G2 models which have 6th gen CPUs and a more modern looking front for around $350.

I have a similar spaced machine, you don't even come close to maximising its capabilities in non game activities.
I added silent 1030 and it can do 4K

"Non-game activities" is very broad. I wouldn't be using this to edit video, run multiple VMs, compile a large code base etc.
What do you suggest that is better for $200 or less?
This machine can be great value for the right use case. For example, if you wanted to use it as a dedicated security camera server running Blue Iris. An 8 channel Hikvision NVR with 3TB HDD costs about $800. This machine is $199 + Blue Iris license $120 + 3TB WD Purple $140 + TP-Link 16-Port Gigabit Switch with 8-Port PoE $200 = $660 in total. This would be a whole lot more flexible than an NVR and will come in at a cheaper cost.
Looking at the CPU specs, it's almost the same as the one in this deal https://www.ozbargain.com.au/node/554144 other than having a lower base clock and lower TDP which in my opinion would actually be better due to lower power consumption if you were using it as a server in the above scenario.
EDIT - Not too sure if this can take a 3.5" hard drive due to the form factor. Might need to use a 2.5" drive or run the 3.5" drive in an external caddy.
Comparing apple to orange! There're quite a few places that will sell you a 16 port poe nvr under 500, and it will take 2 hdd too, with full Australian warranty not chinese import.

these are in USDT form, if you want to turn into little light gaming machine it wont be too effective, for a start you need a MXM graphics card, they dont come cheap and are usually underpowered even for their form, then you'll need cooling for itself.

ah i kept thinking it was the T version, then this should be sufficient on its own
the i7-4790T is a proper quad core with hyperthreading and a TDP of only 45w - would make a great upgrade option…if you can find one.
EDIT. the i7-4770s was a factory option so would probably be the better choice. Faster too and almost certainly cheaper.

@Calmago Any idea if the interface is MXM-A or -B? There are a LOT of MXM options out there but the better ones are the larger -B size. Some of them are not cheap, admittedly, but even something like an old Nvidia Kepler-based MXM will be way faster than the HD4000 graphics.
