Ebay rules dont allow pirated things.
Firstly it is a pirate copy. The hint is in the fact the account is relatively new (created in 2020) with 6 positive feedback and has evaded eBay disabling their account.
Secondly digitally delivered goods on eBay are not permitted. You can report the listing (as I just did for that very reason) and it will be removed.
$13 for a physical copy makes sense. Postage and packaging would be minimum $7. So you pay an additional $6 for a physical copy which I would much rather prefer and a lot of other people. Plus the money will go to the publisher and support a local store employing people

If you want to lose weight, it's pretty simple. You don't have to do 800 calories everyday (that's the extreme version).
Rapid weight loss? Can't be too healthy.
neither is being over weight/obese
and if 95% of the population fail or give up on diets because they dont see quick results…
then, rapid weight loss is healthy AF.
