This is a great price if this 2016-era box suits your needs. It comes with Kodi preinstalled, but I haven't tried it. It comes with the Google Play Store, and runs Android 6.0.1. There's an OpenELEC build for it too.

I bought a few to use as digital signage displays for a shop (connected to a TV), with the Fotoo app. It'll auto-update itself with images that you copy to a shared Dropbox or network share. That way the shop's graphics designer can just copy the updated slides to a shared Dropbox folder from anywhere and the in-store sign will update itself.
The Fotoo app starts up automatically on boot, and the box supports CEC so it turns itself off when you turn the TV off.
I was planning on using an RPi but this is far cheaper as it comes complete with an enclosure, 5V power supply, and built-in storage.
Note this is NOT Android TV. It will be a poor choice for trying to run netflix etc
