What's the best voltage to go down to so car will start and not damage battery with these?
After doing some reading 11.6v sounds way too low to maintain a healthy battery.
Your car may start at that level, but you'd want to make sure you don't let it drain to that level too often.If you have a new/healthy battery, my guess is you could run the dash cam on this kit without damaging the battery as long as you drive the car daily so it can recharge, or run it on a trickle charger.
People suggest a healthy voltage is at least 12-12.2v
This one doesn't have seperate fuse insert so I would avoid, also missing connector for the wire to connect to ground.
Buy a fuse tap and that'll have one. Sound it this way will make it a plug and play install.
so i suggest to aviod this one and buy the one with it for extra few $$.

You are in deep trouble if your 24V supply drops below 11.6V…Is it possible to use a 10000mah battery pack with passthrough charging between the dashcam and the lighter socket?

Yes, but not all power banks can be used and charged at the same time (good quality ones can).
You could even get a solar one and have that charge in the sun whilst the car is off.
This type of device has been around for a while. I've installed similar in my vehicles, using a separate USB cable, allowing me to choose the connector type. Although I haven't seen one with low voltage cutoff till now. Great idea. However, nowhere in the listing can I find how long the cables in and out are. This can be important.
