The new gen 2 Ryzen would run really well with the default profile at 3600Mhz.
I am willing to bet this would be easily overclockable to 4000Mhz, so even if you dont pay the extra $40 to get the 4000Mhz. Mind you, you will need a decent Mobo to overclock well.
I grabbed the Ballistic sport 3000Mhz C15 and have it at the moment clocked at 3600Mhz C14. Got a R3700X with a Gigabyte X470 Gaming Auros 7 Wifi mobo.

Yep, the Ballistix Sports are definitely better value.
The only real advantage the Elites have are better looking heatsinks and slightly lower timings at a given frequency. For example, at 3600MHz the Ballistix Sports can do something like 16-19-19 or 16-20-20 while the Elites can do 16-17-17 or 16-18-18. The Elites should also be able to run the same settings as the Sports at a lower voltage.
@integral: I got my sport clocked at 14-19-16-16-28.
@parallelparadox: That sounds about right. tRCD(RD) is lower on the Elites and possibly tRFC as well.

That said, I guess the difference would be negligible for the most part.
