Yes. That is still correct even for this model.

i have this monitor from them 0 complaints for the cost.
I bought this monitor from Bufferstock pre this price drop (like $40 more than this). Do note that these are refurbished units probably bought from liquidation stocks, otherwise its pretty good price for something that size. If i have a complaint, its that it is probably not as bright as newer monitors (this is not a defect). Seller is fairly reputable and they have probably been doing this for some time.
Is it on the same level as monitors coming from the delloutlet?

Good find. But 3800 R is more like a flat screen.
If it had 100Hz refresh rate it would be a great deal.

Depends on your definition of "better". That one will be a lot nicer for gaming because of its 100Hz refresh rate, but the colours on the 10-bit IPS panel of the Dell are going to look a lot nicer than the 8-bit VA panel of the Samsung.
