Oh it means that you need to redeem the promo code through the checkout system from the web link provided in the voucher PDF by 21/06/2019. And then after you've done that they send you out a SIM card in the mail which the delivered SIM card needs to be activated by 30/06/2019.
Hope that clears it up. The last day you can redeem the promo code is 21/06/2019 so make sure you do it by that date.
