as others have said this version can feel a bit small when they actually had a look at it in person.
also having the camera allows for usage of other apps like video calling

All they had to do is add a privacy camera flap or slider.
As you can see they have no issue adding the camera now in the Google Nest Hub Max.

You don't need a camera on the hub for front doorbell cameras. You want to see who's outside, you don't want people outside to see you inside. The Home Hub does support doorbell cameras already.

It makes sense to me. You already mentioned how small the device actually is - it's perfect for e.g. your bedside table where you won't need a camera, or on a work desk where your computer is anyway.
The Hub Max on the other hand, with its much larger display, would more likely sit in a larger living space like a living room where you would be more likely to want to do video calling.

Lots of people nowadays are privacy-conscious too and have absolutely no need for a video camera on their smart display. I've never used the cameras on my Lenovo Smart Display or Echo Spot as it's so much more convenient to just use my phone.

Sure. But Google isn't dumb, they know their market. The Home Hub certainly looks like it's selling well, so it looks like not everybody cares about a camera on their smart display.
As I mentioned above I'd personally rather use my phone or tablet for video calls, as I can move around. Being stuck to one spot while you make video calls is like going back to the days of corded home phones where you can only make calls from one spot in the house.

Not sure why you're being so argumentative and defensive. I just gave some reasons why I think it makes sense not to put a camera in a small display, because you couldn't see any practical reasons why. I never said you cannot have your own preferences.

Well of course they were concerned that people might get creeped out by a company that collects every single piece of data it can about everything connected to you installing a camera inside your home but it turns out some people think that's a cop out.
@Diji1: I doubt Google gives a shit about being concern about them being creepy for having a camera
Also it easy to solved with a camera flap (which is what Lenova did),
which they could market as giving you option to hide the camera when you want privacy.
They have datamine every single product that we have used of their products
including our phones, email, web search etc..
I personally think they made it small and cheap as possible
to test see if the consumers want such a product..
Now the market seems to want a camera and/or bigger screen so hence they added it..
possibly the current one was not as big seller as they had hoped due to the small size and/or lack of a camera
