This is an unusually low price for a great board game. The base game Power Grid is #36 on Board Game Geek, "Deluxe" has higher average scores.

I haven't played deluxe but I understand it makes a lot of improvements to the base game - some cosmetic, some functional. Probably not enough to get 'deluxe' if you have the original, but certainly enough to make deluxe a superior option if you have neither.
