But the way they work is you screw the adaptor onto the bulb, and then put the assembly into the socket.
To plug the bare adaptor into a light fitting is not just risky, but doing it the hard way.
Anyway, you should always assume the screw thread of B22 sockets is live.

no need to down vote here, we just need to be careful.
Keep in mind that these cause the bulb to extend much further from the socket. As a result, the whole lot may not fit inside a lamp.
Seriously not worth the risk of burning down your house.
I have been using adapters like these for quite some time and am happy to report that my house has failed to burn down.
So much for hysterical old wives tales.

I lost a partial wall after my Xiaomi Automatic Mop caught on fire, their adapter was not rated for use in Australia so no insurance.
Ikea used to have Australian approved adapters, feel free to use these at your own risk and hope your good fortune continues.

It was the AC/DC power unit which caught fire. Mop itself is still intact.
The assessor determined the product was not certified for use in Australia, no for me not worth the risk. The adapter in this deal is NOT certified for use in Australia. (going via the product description), so rules myself out.

The danger-crowd see it as a socket adapter. They are right that this isn't safe.
The safe-crowd see it as a bulb adapter. They are right that this is safe.
If you stick the adapter into a B22 socket then screw the lightbulb in, there's a 50% chance that the screw part of the light bulb will be connected to the live wire. While the bulb is halfway screwed in, if the plastic cover on the adapter isn't long enough there's a chance you could touch the now-live metal part which could be bad depending on what else you're holding onto at the time.
If you stick the adapter on the bulb first and then put it in a socket - there is zero risk and zero danger.
If you turn off the switch before you stick the adapter or bulb in, then there is a zero risk.
Unless you have kids.

What the hell is this for ….someone bought a bunch of Edison bulbs, realised the fittings at home are bayonet, they lost the receipt so can't exchange the bulbs but still wants to use them ???
you can get most bulbs in Edison or bayonet, and if its so specialized a bulb, it probably wont fir after the extender
One use case could be for smart bulbs from overseas (like xiaomi) which only come in ES
Lamps generally only come in bayonet AFAIK so if you want to use a Philips Hue bulb in a lamp you will either have to chase a B22 bulb or use an adapter to use the more popular ES. That would be my use for these.
It's for when everything in your house is screw except one lamp or whatever.
Or four lamps…
Another use case is if you move from an E27 house to a B22 house, and you're bringing hundreds of dollars worth of expensive smart bulbs.
This is what I'm chasing so that I can buy a couple of xiaomi bulbs.
But as per usual, I'm finding it hard to discern what is legitimate concerns over safety vs scaremongering.
I can usually draw a correlation between cheap ——> risky, but with such a basic product, I don't wanna be sucked into paying more for something under the illusion it'll be safer, if there is little to no difference.
I recall reading about some risks on whirlpool forums, but I'm sure someone here will correct me if so……

Regardless of whether you think these are safe or not, down-voting someone for raising a safety concern you don't agree with is idiotic. If someone is taking even a small risk they should be made aware of it. Instead of downvoting, how about just commenting to state your point of view?
You need to be very careful with these adaptors you could easily end up with active on the screw thread of the E27
