A> PayPal have charged your funding source (paypal balance, visa, mastercard, bank account) the correct amount; even though the transaction will appear to have a higher value than the buy-it-now price. Private PayPal accounts don't have a good way of viewing PayPal transaction funding sources. You have been charged the correct advertised amount, a 3rd part has contributed the shipping costs noted in the transaction amount. Business Paypal users can check the Funding Sources section of the transaction to view where the funding for the transaction came from. I haven't found a good way to view the funding sources on a private paypal account.
Q> How long until items are shipped
A> Check the listing estimated delivery for shipping details. Almost all items are sold from in-stock items and are shipped the same business day if ordered before 3pm. You will receive a tracking notification when the item is packaged. The item will be then moved to Australia Post for delivery either the same day or the following day depending on transaction time. You can check the auspost website for tracking information.
