From a very cursory glance at your link, there are a bunch of exemptions and alternative approvals processes, etc in it, so it may well be that if the light bulbs meet certain engineering standards (Lumens, etc), they automatically pass.
A light bulb automatically passes ADR if it has passed an alternative standard (European or US) detailed in Volume 1 Section 7. Nothing "automatically passes" without undergoing testing simply because a manufacturer claims the product meets "certain engineering standards". What are these standards? Who made the standards? How well does the product comply with these standards?
Against which standard has this light bulb been certified? Nothing on eBay and so far silence from the OP (who was online when I asked the questions).
Our factory has passed NQA certificate No: T 12992 and our IATF certifacate No: is 0270619.And we have CE certificate as well.
Out of curiosity, not specifically referring to this product, if a bulb is ECE compliant, will it be compliant as part of ADR?
Volume 1, Section 7 details the acceptable alternative standards.
Rep is online but still no answer as to the legality of these headlights. I am negging this deal based on my doubt.

Keep in mind these will typically give poor light spread and will have a hotspotting effect. They will also be blinding for oncoming drivers if you use them in reflective headlamps (projector types have a hard cut off so reduce this effect).
If your headlights aren't designed for these LED lights ( I'm pretty sure none are) then I'd stay away.
Also, it may not fit because of the extra length.

What are the 5 modes? And how do the colours switch?
Usually the bulbs activate one and off, so it'll be interesting to know how the modes (whatever they are) swap and colours swap.I'm currently using nighteye LED bulbs and they are working great. Just need some new ones for my fog lights.

Operation Guide : turn on the switch, the first/default model is “6000k white light”; turn off and turn on again, it is “3000K Yellow lighting” model; turn off and turn on the third, it is “4300K white+yellow lighting” model. And the flash slowly and strobe flash models are the same.so when you start your car it will change modes as voltage will change

You need to manually change the models.The model is “6000k white light”when you start your car and turn on the switch of high/low light. If you change it to other models, you need to turn off the switch of high/low light and turn it on.
And I guess the flashing and strobing modes are ADR compliant and these headlights are legal to use on public roads?

@yatosmartphone: NQA and IATF are quality assurance certificates for the factory, aren't they? CE certificate is for health, safety, and environmental protection, isn't it? These three certificates have nothing to do with the ADR 46/00 compliance of your headlights.
Please give us the ADR compliance number of these headlights, or the compliance number for the alternative ECE/SAE standards, or the international approval number as specified in Volume 2, Appendix F, Section 4.2.

It's like they just ripped out the driver from a flashlight. Seems abit dangerous to have strobe mode in there.
Yeah. I honestly don't have any issues with the LED bulbs etc so long as they're installed correctly and don't blind me if I'm driving the other way, but uh… strobing? In car headlights? That's a tad wtf.
