They are owned by the same company that owns Gearbest, rosegal, zaful, everbuying etc. Although some issues in the past as stuhtb pointed out. For a $0.10 item should be fine, just pay by PayPal as always.

They only offered me a 50% refund when the item did not arrive. They ended up giving me 100% and asked me to pay them back when it did arrive.

Doesn't matter what gamiss 'offer', just escalate the paypal 'dispute' to a paypal 'claim' for the full amount if the item never arrived. Then paypal refunds you, doesn't matter what gamiss think.
